[evlatests] Flagging/moving from P to C bands ...

    My file observed 3c147 at P-band, then moved to a different source 
for the C-band observation.  JObserve reported that this move should 
take 3min, 24 seconds.  But in fact, it took nearly 6 minutes for good 
C-band data to appear.    This is for most of the antennas -- some took 
a few seconds longer. 

    For those who distrust JObserve, here are the beginning and ending 
azimuths and elevations:
       Start AZ:  312
       End Az:   191

    Start El:      29
    End El:       56. 

    The slew time will be set by the azimuth move -- 120 degrees, which 
at 40 deg/min should take 3 minutes. 

    So -- what were the antennas doing for that extra 2.5 minutes?  The 
unflagged data shows nothing but noise...
