[evlatests] P band and IF B

I found a clue by looking at the Flukes as Rick was observing
at P band a moment ago.  It must be the case that 2*B + D adds
to 350 MHz.  But we find,

B is 109.275
D is 131.250
2*B + D = 349.800

B should be 109.375. to make it come out right.  No idea
whether this is happening in the executor or the CMP, but
it should be easy to track down tomorrow if it happens
consistently.
