[evlatests] L350 phase test, revisited

The L350s have been swapped.  The older unit, MIB-0-7D, that had been 
driving the array, has been replaced by a newer unit, MIB-0-DF, which is 
currently driving the array.  The same phase comparison is once again 
being performed, and the monitor data is once again available at:

Data after 2007-Jan-04 00:00:00 UT is valid.

The monitor point archive rate changed from once per 7 minutes to once 
per 10 seconds at approximately 2007-Jan-05 19:00:00 UT.
