[evlatests] IDCAF testing

Today was the first end-to-end testing if IDCAF where usable data could 
have been generated.  We got pretty close.

After resolving a number of minor problems a byte order problem was 
discovered in the visibility data sent by PC104/vispipe that Ken and I are 
attributing to an implicit byte swap across the ISA bus.

Data now reads into AIPS without warning.

Today continuum mode only was tested.  Simple spectral line (ie 
pseudo-continuum) should be testable at the next available test time.
