[evlatests] wrap of EVLA antennas

This is a well-known feature - the Modcomps know where the antennas are
and react accordingly.  The Executor does not.  It assumes the antennas
are where last commanded.  But there is no memory of commands from one
script to the next.

One of many extensions needed to be made to the code.
