[evlatests] More on L-Band Jumps

    The experiment run today was identical to that run Feb 7, except 
that I cycled amongst 5 frequencies today, and 7 frequencies on Feb 7. 

    The results for the AC IF pair are identical for these two tests:  
The phase advances by 72 (plus/minus 1) degrees upon returning to the 
same frequency.  Occasionally, 180 degrees is added to this. 

    But, the results of the BD IF pair are *not* the same.  On Feb 7, 
the phase was retarded by -40 degrees upon returning to the same 
frequency (once every 7 minutes), while today, the phase was retarded by 
-72 degrees.  (As for AC, there is an occasional 180 degree jump 
added).  I have reviewed the Feb 7 data, and the difference is real!
