[evlatests] AO223

At an observer's request, I have been looking at the AO223 data
taken August 15.  This is C and X band continuum; the Operator log
does not contain anything suspicious.  The range of scans is as
follows:

scan  band  type
1      C    flux cal
2      X    flux cal
3      C    phase cal
4      C    source
5      C    phase cal
6      C    source
etc.

There are no problems in the X-band observations.

In the C-band observations,  50% of the visibilities in the first
scan are flagged by the online system.  Of the remaining 50%, only
some baselines show reasonable data.  Some involve VLA, some EVLA
antennas.

In the third scan (the C-band phase cal scan) *all* visibilities
are flagged by the online system.

Loading the data with the online flags off suggests that the data
were flagged for a good reason.

Subsequent C-band scans seem to be OK.

Any idea what's going on?
