[evlatests] Tsys for EVLA antennas 17, and 21

    There is something amiss with antennas 17 and 21. 
    I reviewed the logged Tsys values for these two antennas at L, C, 
and X bands.  The values for these antennas are far too high, in all 
four IFs, at all three frequencies. 

    The table below shows the results:

    17, L      71     61   64   58                  Should be about 25 -- 30
    17,C      122   94   70    66                  Should be about 30 -- 40
    17,X      104 110   95   105                Should be about 35

    21,L          87     82       50       50
    21,C      1000 1000 >1000 >1000   This one is giving erratic 
visibility amplitudes -- due to random Tsys. 
    21,X         64      66      64      67


    At C-band, we have special problems -- I worry that water has found 
its way back into the feeds ...

        26 has Tsys about 200K!
        13 is about 55K
       24 is about 55K
    Only antenna 16 has a Tsys where I expect to see it
