[evlatests] Tsys Logging

Bryan is correct.  I re-filled the data, selecting the time range to 
cover only the fast-dump test.  All proper Tsys values are present at 
the expected rate. 
Apparently, FILLM was set up for 10 second Tsys values by the initial 
'dummy' scan, preceding the referenced pointing.
