[evlatests] Master pad fence

Be advised that the antenna will run into and damage the green fence, or 
the antenna structure, if the fence is moved inward toward the antenna 
at the master pad.  It was discovered that someone had moved a section 
of the fence in toward the antenna far enough that, if the antenna was 
being driven near the down limit, the dish would have run into the 
fence.  The fence has been repositioned to be clear of the antenna while 
the antenna is being driven.  If it becomes necessary to move the fence 
in any manner for any reason, please contact Lew Serna before you move it.
