[evlatests] Ant 24 accept Fails

Hi you'all

The T302 in ea-24 is bad so L & C band do not work.  Also the 
attenuation setting in the T304/5 Look-up table must be set low on K 
band IF-D. the ALC is only -1.444 while the other three IFs are about -3.5.

X Band looks happy.

too many problems so ea-24 fails the acceptance test.

I will try again later in the week.
