[evlatests] Antenna X-Band low sensitivity

Yesterday morning we (FE) inspected the X-Band in antenna 18 and once 
again found water on the window of the receiver (this is the third time 
in about two weeks).

This problem needs to be fixed.

We also checked antenna 13's X-band window and it was dry, this antenna 
has the desiccant and the positive air pressure vertex room.

I also believe that it is imperative that a user friendly dry nitrogen 
purge system for the feeds be designed and implemented.

We must do every thing that we can to prevent corrosion and we simply do 
not have the manpower to routinely drop receivers in order to remove the 
water from them.
