[evlatests] VLA baselines. IFA strange.

	I noticed the problem with ant 10 return last night. It appears to be 
of an intermittent nature. I had the operator try a few things to no 
avail. Currently the sampler duty cycles look OK. I'm don't know if the 
problem is in the correlator or somewhere else yet. Thanks.
