[evlatests] T-Date for EVLA Antenna 13

Here are the Tcal & Scal values associated with the Default VLA 
frequencies for the receivers installed on Antenna 13.

I have no record of sending T-data for the L, X & K-Band receivers (but 
that could just be bad record keeping on my part). I would recommend 
that Modcomp values be checked to see if the are up-to-date.
