[evlatests] Bandpass tool

I've taken some of Rick's and Bob's suggestions to improve the bandpass 
tool.  To print a bandpass, download a .ps version of the image and print 
like you would any normal .ps file.  A table of values can also be 
downloaded.  Power can be plotted on a linear or log scale.  In the case 
of a log plot the table that is generated is in dB.

Note -- I notice some bandpass ripple on ea18 IFs B and C.
