[evlatests] new ops software

There is a new version of the EVLA operators software - version 0.9.3 - 
that corrects the following issues:

* Commands from the FRM screen were not working.
* There was a typo in the Device Browser modules list; PS01-2 should be 
P301-2.
* The order of the monitor and control points in the device screen are 
back to "normal".

To download and install the latest version, point your browser to 
http://www.aoc.nrao.edu/asg-internal/jnlp/ and select the link labeled 
"EVLA Operator Software (Version 0.9.3, Released 11-01-2006)".
