The DTS in 18d is not acting right. I've been watching it off and on 
through the afternoon.

Symptoms

Sometimes looks fine.

Most of the time: 1. Optical power perfect. 2. Lots and lots of parity 
errors. 3. Clock recovery comes and goes.

Resetting and cycling formatter power doesn't help.

I haven't seen this problem before. At a guess it's either not happy with 
its 128MHz clock level or something in the formatter board is broken.
