the EVLA antennas do not work at all.  The problem seems
to be that the MIBs cannot get to a timeserver.  The MIBs
in antenna 13 which was turned off have no idea what time
it is and report 0.0 for time.  The other antennas were
not turned off and thir MIBs are all off by a second, more
or less.

It appears that when power was returned swithces were not
properly configured to allow MIBs to reach "timehost".  Or
the machine which is a timeserver just ain't there.
