[evlatests] EVLA Antenna work today

First attempt to fix timing issues resulted in loading a software image 
which was clearly not field ready.    Currently narrowing down root 
cause of failure.  Either 1) we'll fix problem, bench test, and reload 
new software this AM or 2) resort to loading the same image other L302's 
use (while we sort this out).
