[evlatests] antenna 13 is wearing out

I tried to setup antenna 13 this morning to have a first go
at setting levels for IFs B and D and not much is working
this morning.

The mibs for the L304, L302-1, and all the T304s are not
responding.  The rest are all there.  I am hard pressed 
to believe that all these mibs just decided to go away and
wonder if the antenna, which was fine yesterday evening,
has suffered some trauma.
