[evlatests] Snow at VLA

It's snowing at the VLA. We normally use our SNOW program to clear the 
antennas when 1/2" or more accumulates on the dish. The EVLA antennas 
are not set up for this program. The operators are going to manually 
park the antennas so that snow does not accumulate. Any other advice?
