[evlatests] Oracle/c3po Reboot at Noon Today

c3po will be rebooted at noon today and should only take 10-15 minutes. 
During that time, the Oracle databases for monitor and parameters will 
be down.

This is part of the Redhat OS upgrade. Please let me know if this will 
interfere with anyone's work.
