[evlatests] EVLA ACU MIB and test restrictions

Dear all,

Based on a test report from Barry Clark (forwarded by Ken Sowinski),
it appears that the ACU MIBs on the EVLA antennas have been
updated successfully to prevent the antennas from driving toward
their limits.  Therefore, the restrictions on night-time and weekend
usage of the EVLA antennas are lifted, effective immediately.

If the problems of EVLA antennas driving into the elevation limits
recur, please report them to this list.
