[evlatests] DTS Mib Upgrades

  All of the EVLA DTS Mibs have been successfully upgraded with the 
latest code.  This code should preclude the DTS Mibs from becoming 
unresponsive after power glitches.  The only other common issue with the 
DTS modules involves the necessary resets whenever a timing signal 
(either the 19.2 Hz, or the 128MHz clock are stopped, restarted, or 
resynched in some way.  In which case, please follow the procedure Rob 
Long outlined in his previous email.
