[evlatests] Ant. 13 DTS MIBs

  The MIBs in Antenna 13 (DTS modules) have had their code upgraded. 
This upgrade is designed to keep the MIBs from going 'zombie' as they 
tend to do in the presence of power glitches.  Please let me know if the 
Ant. 13 DTS modules become unresponsive and never recover.  If this fix 
seems effective, the other DTS modules will get the same fix.
