[evlatests] Antennas 18 and 24

We put Antenna 24's L302-1 back in this afternoon with a new MIB.  It now 
seems to be working.

Antenna 24 will be down tomorrow for work on the utility modules and the 
M301/T302/T303 setup.

Antenna 18 will get a new L302-1 Thursday morning.  According to several 
email messages and a test this afternoon, it definitely refuses to lock at 
14368.1 MHz, the freq used for L-band IF's A/C.
