[evlatests] April 20: L302 on ant 18 is not working.

Rick started a file with short integrations 0.4sec
and cycled around L,C,X,K,Q bands. I'll send a more
detail later, but this is to note that antenna 18
with new L302 is not feeling well.

IF C (LCP) X band has no fringes

IF A   has weak fringes with strange phase modulation -
        cycling every few seconds between random, 0 degrees,
        and 180 degrees phase offset.
