[evlatests] More on apparent L-band tuning failures

    Following Barry's suggestion, I looked to see if the apparent EVLA 
failure
to tune to 1590, 1670 and 1370 MHz on the 'B' IF was in fact a VLA problem
with the Fluke synthesizers.
   
    Barry is correct.  The EVLA-EVLA baselines were fine on that IF, at
those frequencies.  The problem is thus a transition issue, as it affects
only VLA-EVLA baselines, on that single IF, at only those 3 frequencies.
