[evlatests] Tsys for antennas 13, 14, 16 at L and C

    Checking the recorded Tsys values, I find that for all three 
antennas, the switched power is operating normally, with Tsys close to 
expected values, for L and C bands, with a single
exception:  Antenna 14, IF `D', at L-Band has a reported Tsys of ~1000K --
and highly variable.
    Other than this single exception, IFs B and D look the same as IFs A 
and C.
