[evlatests] EVLA Antenna status - 7 Sept

Yes, antenna 14 does seem to have completely gone away. Jerry had just 
logged into and checked several modules on 14 a little while ago (after we 
returned to the AOC) so I'm not sure what happened. The only thing I can 
think of is that something happened to antenna 14's network fiber while 
they were working in the patch panels to fix antenna 16.

Antenna 16 does now seem to work though now the T304-B is not responding.
