[evlatests] imterband collimation corrections

This morning collimations were set register L, C and K bands 
with X band in both antennas 14 and 16.  The errors, relative
to X band, were large in some cases.  The blind pointing at 
X band is now at about the 10 arc-sec RMs level so we whould
not be too far off at the other bands.  Q band was not working
at the time these observations were made.  There is a large
uncertainty in the L band result.

RSS Error in arc-minutes relative to X band for:
     14     16
L    2.4    1.1
C    1.9    0.3
K    1.0    0.5

These errors have probably been the state of the antennas since,
at least, the last pointing run two weeks or so ago.
