[evlatests] Atten levels for ant 14

After the efficiency tests were completed on ant 14 today I tested the 
attenuator levels on antenna 14.  As for ant 16, IF C was getting IF B's 
values.  I found 4 values I wanted to change by 1 dB and one value that 
got changed by 4 dB.  These 5 new values are now in the evlaparm 
database.  This could be a result of blindly moving much of the 
attenuation from the Output stage to the RF stage without checking the 
results.  IF B showed very high RMS values at the Deformatter.  I tried 
dis/en-abling the sampler module, but that didn't help.
