[evlatests] Antenna 16 acceptance test

Enclosed is the simplified results of the Sept 30 Ant-16
Acceptance_Tests and a link to the report on filehost.
Antenna 16 failed the acceptance test due to the following:
1. The T304/T305 hardware was not communicating with the Monitor and
Control Software when the team arrived on site on the morning of
September 30, 2005. All MIBs in the entire antenna were reported to be
communicating the preceding afternoon. The power to the module was
cycled, initializing the module, before tests could be started. Because
the modules required a hardware reset to run the acceptance test, the
antenna failed.
2. After the antenna was communicating, the VLA operator ran an X-Band
pointing program with the ACU in E-stop then the test team performed the
X-Band acceptance tests. When we reached the Round Trip Phase test, the
operator was asked to stop the pointing script. The test team attempted
to move the antenna 15 degrees. The antenna could not be controlled by
the test team. The operator confirmed that NO script was running.
After many phone calls and down loading of software, the hidden script
stopped running. The operator could not tell the difference. The Round
Trip Phase test was performed as the stability of the cable warp was
monitored and the antenna passed the test. Because neither the test
team nor the operator was able to determine the state of the antenna
during the test, the antenna failed the test.
3. Next, the test team attempted to run the L-Band tests. No one on the
test team or the VLA operator knew how to configure the antenna to the
default L-Band configuration thus the L-Band tests could not be
performed and the antenna failed the acceptance test.
