[evlatests] C & Q-Band on Antenna 16

The Q-Band receiver is now properly supported and Antenna 16 is no 
longer locked-out. However the feed has not been aligned to the 
subreflector yet. The Antenna Mechanics will not be able to do this 
until next week. With luck this may happen on Monday.

Both the C and Q-Band receivers are cold and are just dying to detect 
photons.

The Tcal numbers have been distributed to all the usual suspects.
