[evlatests] EVLA Antennas During Startup

We attempted to include antennas 14 & 16 into the delay checking portion 
of startup Wednesday evening. 16C at C band had a large enough error 
that it overflowed its print area. Ken is thinking about how to handle 
this; meanwhile, we will not be including EVLA antennas in our weekly 
startup procedures.
