[evlatests] Phase Glitch S/W status

All,

    The end result of last weeks tests for phase glitching resulted in 
us finding, and fixing a phase dropout phenomena we saw on the test rack.  

Early Friday, both LO's in Antenna 14 were updated with new software.  
Walter tested and, as he indicated, the phase dropouts were absent (in 
14).   Subsequently, Antenna 16 had its LO software upgraded late 
Friday.       

I don't know if anyone has had the opportunity to check status of phase 
spinning.
