[evlatests] Antenna 16 Q-band total power

As per Ken's suggestion, I went searching for the Q-band beam on antenna 
16 today -- Ken failed to see fringes in earlier tests.

The beam was found with offsets in Az and El respectively of -1.6 and 2.1
arcmin (uncertainties of about 0.15 arcmin).  Ken inserted these new 
values into the parameter database.  At peak, the total power detector 
reported -28.63dB.  Comparing to the off-source value of -29.69dB suggests 
that Venus added 27% to Tsys.  This offset explains Ken's non-fringes.  Is 
anyone prepared to say if this is reasonable?

A raster at K-band indicated a pointing offset of about -1.5', 0.5' (Az, 
El) with uncertainties probably near 0.5'.

I believe I witnessed several (about 3) reboots of ea16-t304-b.  The 
symptoms were 10s of seconds of missing monitor data, followed by a 
reported total power of 0dB for one monitor value.  Then for several 
seconds (probably the remainder of the current pointing) the total power 
was a bit high, probably corresponding to the reboot defaults.  All of 
these apparent reboots occured during the first slew of a raster.  I 
_think_ all of these occured when I was slewing through the raster with 
duration times under 10 seconds -- I didn't see it happen again once I 
returned to 15 second durations.  As of the end of the observation the 
t304.mib.softwareresets values for t304 b and c were 178 and 135 
respectively in case these numbers are of use to anyone.  If anyone wants 
me to try this again under supervision I can do this.
