Since packets are arriving, the CRM must have set up the baseline boards
with the correct IP and MAC addresses, right? It would be strange if the
CRM set up the baseline boards correctly, but then failed to read the
frames that are arriving at the expected address. What are the signs 
that it's not working? Could permissions be preventing CRM from opening 
a socket at the expected IP and port?
