[evla-sw-discuss] Rollover to new version of EVLA Parameters dbase

The rollover from the Oracle based version of the EVLA
parameters databases on lando to a Postgres based version
of the database on lando-new is still scheduled for
tomorrow, Wed, 8/28/2013.

Tentatively, the time for the rollover has been set to
9AM.
