[evla-sw-discuss] Java 7 on EVLA

This does not apply to cmibs.  Their OS is frozen unless you
need a change.

The testing is solely to ensure that the default Java on
Windows/Redhat/OSX doesn't preclude running EVLA screens.

Things like the executor that explicitly exec Java can run
whatever version they want.  We're not removing versions of
Java we're changing the default which is what people get when
launching things via javaws.
