[evla-sw-discuss] Possible network outage to VLA

Despite my requests for confirmation WNMT apparently
just went ahead with their work and the link went down
a bit ago.   I have no clue how long it will be down.

I'll contact WNMT and let them know this isn't really
acceptable.
