[evla-sw-discuss] Mcmonitor apache/tomcat restart

Ken just came by commenting that parminator was dysfunctional.

I didn't see anything obvious so restarted tomcat, that didn't
help much so I restarted apache.  That seems to have fixed
the problem.

No clue what the original cause was and given the time I was
more concerned with just getting it going again.

If something else has stopped working the relative sledge
hammer approach above is probably a good culprit.
