[evla-sw-discuss] subversion notifications

I spent a bit of time cleaning up the subversion commit hooks to
prepare for switching the SSS folks from a nightly cron job to
jenkins/CI, and away from the nightly cron jobs.

If you get email notifications when somebody commits to a project
you care about, you might want to do a test commit to make sure
that still works.

If you don't get such emails and want to, let me know which project
you want to watch.
