[evla-sw-discuss] evlamon, the main monitor data archive

Please note. Evlamon is not yet ready for use by the monitor
data query interface. Now that the database structure has
been restored and there is some data in the main table, an
additional table needed by the monitor data query interface
must be created & populated. I am working on doing so now.
