[evla-sw-discuss] fallout from EVLA power outage

the API software is not robust to the API going down (or not being 
present at all).  so when the UPS ran out and the signal generator for 
the device went south, the software followed along.  not fatal, since 
the device itself is sad, but not very satisfying.

i'm going to try to work on fixing this up this week, at the very least 
to allow for the case where mchost boots before the API is sending data.
