Right, that's the way it seems to work now. The CBE needs the 
configurations to have unique names. The configuration name is currently 
provided by activationId, which changes when the set of antennas 
changes. If the CBE is to use configId rather than activationId, then 
configId needs to change for (at least some of) the same reasons that 
activationId changes currently.
