Maybe I'm missing something, but I'm not sure that will do what the CBE 
needs. Currently, the Executor updates the activationId in a way that is 
useful to the CBE; if configId doesn't do something similar, I'm not 
sure that it would be useful.

The CBE needs a new configuration whenever the WIDAR configuration or 
the BDF "configuration" changes. BDF changes can occur whenever the 
number of antennas changes, even when the WIDAR configuration remains 
constant. The set of antennas in a BDF file is fixed for all the 
integrations in that file.
