[evla-sw-discuss] Delay models to station boards

Refer to the Programmer's Guide for an accounting of these delays.  The 
critical item is to know UTC accurately and precisely at at least 1 
antenna.  Delays to the rest of the antennas, and from the antennas to 
the correlator can then get calibrated out.
