One thing that keeps coming up in meetings is how the station boards  
will know the 'fixed' delays (i.e. fiber/electronics). I have always  
assumed that these would be provided (to the VCI) as part of a more  
general parameter list. Either way, these items probably need to be  
listed out and specified as to where in the station boards delay path  
they are to be applied.
