CVS has a mechanism to notify registrants when something has been
commited.  Rich has made the necessary configuration file change to
allow this to work.

I have registered by using the cvs watch command while in the
directory I want to know about.

cd ...
cvs watch add -acommit

There is also:
cvs watchers
to see if you are registered

For more information have a look at 
cvs --help watch
or look at one of the manuals; there is a way to set 
a watch for a recursive set of directories.  The man
page is not very helpful.
